Parameters:

nbDecimals - number of digits after the decimal point.

DoubleConverterWithFractionDigits

Create a converter producing values with a specified number of fraction digits and a specified suffix.

Parameters:

nbDecimals - number of digits after the decimal point.

suffix - suffix appended to the formatted number, e.g. " %". May be null.
